The GDPR is applicable to all companies carrying on the floor of the European Union, even if they are African or American. Non-European people whose data is processed by these companies are affected by this regulation.

It is also applicable in cases concerning the European people and track their behavior even outside the territory of the European Union. That is to say, non-European companies that process data of the European people are affected by this regulation.
